Twitter updated its marijuana advertising policy—but despite widespread excitement among industry stakeholders about how it allows them to “promote brand preference and informational cannabis-related content for CBD, THC and cannabis-related products and services,” it has serious limitations, including that it doesn’t allow ads promoting marijuana product sales.

The New Hampshire House Commerce and Consumer Affairs Committee amended and approved a marijuana legalization bill. Its next stop is a floor vote, expected next week.

The Washington State House Regulated Substances and Gaming Committee approved an interstate cannabis commerce bill. Companion cross-border marijuana trade legislation is also advancing on the Senate side.

The North Carolina Senate Judiciary Committee held a hearing on a medical cannabis legalization bill. Separately, the speaker of the House—where a Senate-passed proposal died last session—said he thinks his chamber is ready to go along this year.

The California Department of Cannabis Control launched a $20 million grant program to support cities and counties in establishing local marijuana business licensing programs to address unmet consumer demand and help curb the illicit market.

Louisiana Gov. John Bel Edwards (D) is signaling a forthcoming crackdown on intoxicating hemp-derived products.

/ FEDERAL

The Government Accountability Office examined barriers to participation in adult drug courts.

The Substance Abuse and Mental Health Services Administration tweeted, “THC and other chemicals from marijuana can also be passed from mother to baby through breast milk 🍼 impacting a child’s healthy development.”

Sen. Jerry Moran (R-KS) said he thinks a veterans medical cannabis research bill will be approved in the Senate Veterans’ Affairs Committee on Thursday.

Former Oklahoma Gov. Frank Keating (R) spoke about his work to defeat the marijuana legalization initiative on the March 7 ballot.

The Utah House of Representatives approved a bill to amend various medical cannabis rules. Separately, the Senate minority leader participated in a press conference about her medical psilocybin bill.

The Indiana House Courts and Criminal Code Committee held a hearing on a marijuana decriminalization bill.

A West Virginia senator cheered the Drug Enforcement Administration’s position that certain novel cannabinoids are controlled substances.

A Florida judge upheld regulators’ denial of a medical cannabis business license to the family of a deceased Black farmer.

The Oregon Liquor and Cannabis Commission Board of Commissioners approved a new interim director.

Pennsylvania regulators are suing a news organization in an attempt to shield information about how often individual physicians issue medical cannabis recommendations.

Missouri regulators published guidance on marijuana sampling and giveaways.

The Colorado Department of Transportation partnered with Native Roots Cannabis Co. on a Valentine’s Day-themed effort to deter marijuana-impaired driving.

New York City’s mayor said that unlicensed marijuana retailers are a prime target for robberies. Separately, he testified before state lawmakers that officials need more “enforcement tools” to address illegal sales.

A Lompoc, California City Council member was fined by the Fair Political Practices Commission for participating in discussions and voting on matters related to the permitting of cannabis dispensaries that had a material financial effect on his real property.

Detroit, Michigan officials will host a cannabis business class on Friday.

/ INTERNATIONAL

China’s Ministry of Foreign Affairs published a statement on American drug issues, including a claim that “the U.S. government has pushed for the legalization of cannabis and other drugs out of economic considerations.”

Canadian lawmakers are calling for expanded access to psychedelics for medical use.

São Paulo, Brazil officials are implementing a local medical cannabis policy.

The Australian Therapeutic Goods Administration will host a webinar on new rules allowing MDMA and psilocybin prescriptions in certain cases on March 1.

/ SCIENCE & HEALTH

A study of patients with inflammatory bowel disease found that “cannabis users were less likely to need total parenteral nutrition, and in 2015 had less hospital charges.”

A study suggested that “high doses (>600 mg) of oral CBD can inhibit the metabolism of oral Δ9-THC, resulting in stronger drug effects compared with Δ9-THC in the absence of CBD.”

The Indiana Democratic Party tweeted, “About 80% of Hoosiers want to legalize cannabis in some form. Cannabis is legal in some form for every state bordering Indiana. It’s past time to act on this win-win economic opportunity for Indiana.”

The American Transportation Research Institute is conducting a survey on the impact of marijuana legalization on the trucking industry.

The U.S. Hemp Roundtable announced a partnership with Perry Johnson Registrars Food Safety, which will provide third-party certification to ensure hemp companies are meeting quality and safety standards.
